Insurgency surge in Arunachal, says report

Arunachal Pradesh has witnessed a rise in the number of insurgency-related incidents unlike other northeastern states, which show a declining trend of such incidents, a report said.

Guwahati: Arunachal Pradesh has witnessed a rise in the number of insurgency-related incidents unlike other northeastern states, which show a declining trend of such incidents, a report said.

The parliamentary standing committee on home affairs, in its latest report - Security situation in the north eastern states of India - said, "The committee is also constrained to express its concern that unlike the overall northeastern region, which shows a declining trend of insurgency-related incidents and casualties suffered by the civilians and an improvement in the security scenario, Arunachal Pradesh has seen a rise in the number of such incidents."

The parliamentary panel, headed by former home minister and MP P. Chidambaram tabled the report on Thursday.

The committee was alarmed to observe that in 2012, Arunachal Pradesh accounted for just 5 per cent of the incidents in the entire region. But in 2017, it accounted for almost 20 per cent of the incidents in the region.

"This is an indication that the security situation has deteriorated in the state of Arunachal Pradesh vis-à-vis the entire northeastern region. The committee, therefore, recommends that the government should intensify its efforts to contain the spill-over insurgency activities from other states and improve the overall security scenario in Arunachal Pradesh," the report said.

Arunachal Pradesh does not have any active indigenous or local insurgent group but its geographical contiguity with Myanmar and ethnic similarities of some districts with Nagaland has been exploited by insurgent groups based in Assam and Nagaland for their nefarious activities.

The state is affected by the spill-over militant activities of insurgents belonging to the NSCN in Tirap, Changlang, and Longding districts. The NSCN (I-M) and NSCN (K) are engaged in a battle for supremacy in these three districts.

The cadres of Assam-based NDFB (S) and Ulfa (I) are also active, seeking shelter and transit in the state, particularly in the areas bordering Assam and Myanmar.
