RS 107.72 CRORE DEFICIT BUDGET FOR MANIPUR

Imphal, March 19 :     Manipur finance minister Henam Lokhon Singh today presented a Rs 107.72-crore deficit budget for 1999-2000 and announced that the W. Nipamacha Singh government was weighing the option of lifting prohibition in the state. The projected Plan outlay in the Rs 1,510-crore budget is Rs 425 crore, of which Rs 6.91 crore has been tentatively earmarked for rural development and Rs 9 crore for the MLAs? local area development fund. The irrigation and flood control sector accounts for 17.38 per cent of the outlay, while 17.20 per cent of the budgetary allocations is for the transport sector, including roads and bridges. The social service sector has been allocated 27.47 per cent of the outlay, while the energy sector?s share is 6.87 per cent and that of the agriculture sector 6.53 per cent. The budget envisages a hike of Rs 95 in cinema tax per show and deduction of pending power dues from the salaries of defaulting government employees. Gram panchayats, nagar panchayats and municipal councils will be vested with the power to disconnect power supply to defaulting consumers. In a departure from tradition, there will be no discussion on the budget during the current session as it will last only five days. A discussion is expected in July. As was the case last year, the finance minister presented a vote-on-account of Rs 503 crore for the first four months of the next financial year. He also said the government was considering the issue of lifting prohibition. In the event of prohibition being lifted despite opposition from women?s organisations and militant outfits, the government stands to earn over Rs 10 crore in revenue. The state?s revenue collections during 1998-99 totalled Rs 169 crore. Earlier, the budget session began with Governor Oudh Narayan Shrivastava appealing to the militant outfits in the state to adopt a democratic approach in demanding solutions to their problems.
