New Delhi, March 19 :     Embarrassed and rattled by the latest round of killings in Bihar, Congress president Sonia Gandhi plans to publicly demand chief minister Rabri Devi?s ouster on ?moral grounds?. Sonia Gandhi summoned senior advisers in the evening to discuss the situation, particularly since the Congress played a key role in the reinstallation of the Rabri government. Senior leaders unanimously felt the party should take a firm stand and openly ask Rashtriya Janata Dal (RJD) chief Laloo Yadav for a change of guard in the state. ?They should follow the high moral standard set by us in Orissa,? a Congress Working Committee (CWC) member said. Prominent among those consulted by Sonia Gandhi were Pranab Mukherjee, Arjun Singh, K. Natwar Singh, Sushil Kumar Shinde, P.J. Kurien and P. Shiv Shankar. Congress leaders said they had once informally told Laloo Yadav to consider a change in leadership, but the RJD chief said such a move would create problems in winning the trust vote. ?Now that the RJD government has won the confidence vote, there is no problem,? a senior Congress leader said. He added the Congress had opposed President?s rule because it did not want the state to come under then Governor S.S. Bhandari who had openly flaunted his links with the RSS. ?This situation has also changed now since the high court chief justice has taken over as acting Governor,? he said. Spelling out the party strategy on Bihar, an AICC functionary said: ?Our gameplan is clear. If Laloo fails to respond, we will part ways for good. There will be no question of any understanding or an alliance. However, if he decides to oblige us, there can be a meeting ground.? Some CWC members feel Sonia Gandhi should take a decisive stand on Bihar as time is running out for the party. ?We should either side with Laloo and help consolidate the support base among minorities and OBCs or oppose him to attract upper castes and Dalits disillusioned with the BJP-Samata combine,? they told the party chief. A Congress leader said the high command was still considering an offer from Laloo to share seats in the next round of Assembly and general elections. According to the ?Tamil Nadu-type? of alliance, the Congress will contest a majority of Lok Sabha seats and leave a large number of seats for the RJD in the Assembly polls. Reacting sharply to yesterday?s massacre, AICC spokesman Ajit Jogi said: ?Our demand for accountability on moral grounds remains.? He added: ?We are deeply shocked. We consider it the bounden duty of the government to protect the life and property of people in the state. We expect all possible action to prevent recurrence of such incidents.? The Congress also targeted the Vajpayee government for its failure to provide adequate security forces to the state. ?We expect and demand that the Union government will rush paramilitary forces to Bihar,? Jogi said.
